Development
Graduated with B.Sc.
(Hons) in Computer Science from the University of Manchester,
C.S. has more than 20 years of experience in the I.T.
industry. He started his career as an engineer in Dataproducts
Ltd., a computer printer manufacturer and held executive
positions in Sun Hung Kai (China) Limited and Hewlett-Packard
(Asia Pacific) Ltd. In 1991, C.S. founded Computer And
Technologies International Limited successfully led
C&T to be listed on the main board of the Stock
Exchange of Hong Kong in 1998.
C&T has successfully
introduced many innovative value-added I.T. solutions
to Hong Kong and the Mainland China. As early as 1992,
it was commissioned by the Shanghai Stock Exchange to
implement an Automatic Matching System (AMS) for securities
trading. Pioneering the application of the then innovative
share-memory architecture, the AMS delivered unprecedented
efficiency in handling large transaction volume which
was not possible in traditional architecture and design.
The turnkey system was one of the most advanced auto-matching
securities trading systems in the world at the time
of its implementation.
The innovation and
professionalism of C&T over the years have resulted
into numerous recognitions by the Government of the
People's Republic of China ("PRC") as well
as international organizations:

Integrator" Certificate from the Gold Project's
Office (a government organization focusing on
national I.T. projects) of the former Ministry
of Electronics Industry of PRC in 1996

awarded from Data Communications Magazine in
1997

selected as one of the "300
Best Small Public Listed Enterprise in the world"
by the Forbes Magazine in 2000

of the top 20 fastest-growing Chinese enterprises
in highest growth of profit and in highest growth
of net asset value by YaZhou ZhouKan, the international
Chinese Newsweekly, in 2000 and 2001 respectively

Under the leadership
of C.S., C&T has achieved numerous breakthroughs
in technology applications in recently years. One of
the showcases is the Electronic Tendering System (ETS)
of the Government of the Hong Kong Special Administrative
Region ("HKSAR Government") for which C&T
has been the commercial partner for development and
operations since 1999. Designed and developed in 1999,
ETS was as one of the earliest electronic government
tendering systems in the world at that time to process
securely the tedious and demanding business processes
of government procurement. ETS has also been recognized
both locally and internationally for its innovation
and robust technology application in various award programs:

In parallel, C&T has been
ingeniously applying I.T. technology and solutions to
the traditional business processes and thus delivering
competitive advantages to its clients. A number of those
customer projects have also won high profile recognitions
both locally and internationally. Some of the examples
are the Electronic Service Delivery Scheme of the HKSAR
Government winning the Stockholm Challenge Awards (Public
Sector and Democracy) 2002, ModernPorts.com of Modern
Terminals Limited and SOCAM.com of Shui On Construction
and Material Limited being awarded Certificates of Merit
in the IT Excellence Awards of Hong Kong respectively
in 2001 and 2002.
In 2003, C&T was
appointed by the Commerce & Industrial Bureau of
the HKSAR Government to provide front end government
electronic trading service (GETS) to serve the 50,000+
trader community in Hong Kong. Leveraging its application
of leading technology, superior user interface design,
GETS service platform received the Linux Business Merit
Award 2005 under Infrastructure Building and Communication
Application Category.
I.T. outsourcing is
one of the major initiatives planned in the Digital
21 Strategy of the HKSAR Government. C.S. aligned the
focus of C&T and successfully won a number of large-scale
IT outsourcing projects from the HKSAR Government collectively
worth more than HK$500 million in the last few years.
Those contracts include the integrated Customer Care
and Billing System for the Water Supplies Department
serving more than 2.5 million households in Hong Kong
as well as the new generation Integration Registration
Information System for the Land Registry serving the
multi-trillion-dollar land and property transactions
in Hong Kong.
Apart from
serving customers, C.S. also directed the management
effort of C&T to leverage I.T. for its own efficiency
and competitiveness betterment. In 2001, C&T's corporate

was named by the FIA Magazine as one of the Best Asian
Corporate Websites among listed companies across Asia.
