Development
Feeling strongly the
need of an organization representing the interests of
the local I.T. industry, C.S. instigated the establishment
of the Information and Software Industry Association
("ISIA") in 1999. Under his chairmanship,
ISIA has not only proved its effectiveness in promoting
the development of the local I.T. industry, but also
been acting as the platform for experience sharing,
partnership facilitation between Hong Kong and the Mainland
China, as well as communications with the government.
C.S. was appointed
as Chairman of Information Technology Entrepreneurs
Association (ITEA) Ltd., a non profit organization founded
jointly by the Chinese University of Hong Kong, the
Hong Kong University of Science and Technology and the
University of Hong Kong. ITEA launched in mid 1999 the
Information Technology Entrepreneur Program ("ITEP").
Funded with HK$25 million, ITEP is a program designed
for young university graduates with sound business ideas
to form start-up I.T. companies under the assistance
of the universities.
C.S. is doing
his part in advising government policy related to the
I.T. industry through his positions as a member of Digital
21 Strategy Advisory Committee ("D21SAC"),
a vetting member of Innovation & Technology Fund
(I.T. projects) etc. During his participation in the
D21SAC since 2002, C.S. has dedicated his effort in
advocating several aspects:

For the Government of the Hong
Kong Special Administrative Region ("HKSAR
Government") to share intellectual property
right of the government I.T. systems with the
related suppliers and the industry

For the Hong Kong I.T. industry
to explore more business and employment opportunities
through the Mainland and Hong Kong Closer Economic
Partnership Arrangement (CEPA)

- |
To promote the adoption of
professional qualification certification among
local I.T. companies and industry practitioners;
and

- |
To up-lift the project management
quality of the HKSAR Government in managing large-scale
IT project implementations.

C.S. is a
frequent speaker in I.T. seminars, conferences, forums
in Hong Kong, Mainland China and many overseas events.
He hosted the Hong Kong I.T. Forum in Vancouver in 1999,
drawing together I.T. professionals all over the world.
In 2002, he represented Hong Kong to make presentation
in the "APEC Innovative Forum" held in Moscow,
Russia regarding our innovative e-Government initiatives.
At the "21st Century Digital City" Convention
in Beijing in 2002, C.S. was an invited speaker to address
over 100 mayors and senior government officers from
all over China on the promotion of e-commerce in the
new economy. C.S. was also the Vice-Chairman of the
Organizing Committee of the Hong Kong International
Computer Conference 2003, the annual premier event organized
by Hong Kong Computer Society.
C.S. is keen on contributing
to the IT professional development in Hong Kong. He
is a director of the VTC School of Business & Information
Systems, a member of the Board of Governance of the
IT professional Certification System of the Hong Kong
Computer Society which aims to facilitate the establishment
of a qualification framework for the I.T. workforce
in Hong Kong. He is also a committee member of the Shenzhen
Training Centre of the Youth Industrialists Councils
managed by the Hong Kong Polytechnic University. Besides,
C&T has been actively participating in the Industrial
Attachment Scheme of the City University of Hong Kong
for 4 consecutive years providing training opportunities
to dozens of students. Furthermore, Mr. Ng has continuously
made donations to support education development including
the construction of Ling Shuei Primary School in Fujian
Province and donations to the Baptist University of
Hong Kong, Shanghai Jiao Tong University, Yunnan University.
Furthermore, C.S. is solicitous in charity donations
for helping people-in-needs in numerous occasions including
the South Asia Tsunami Disaster, Flooding in Wunan Province
etc.
C.S. is also actively
involved in overseas promotional activities on Hong
Kong I.T. industry organized by the Hong Kong Trade
Development Council of which he is a member of the Information
and Communications Technology Services Advisory Committee
and China Trade Counseling Committee.
